Has anyone seen this in newly-purchased parallettes before?

I have no faith in my handyman skills, so I decided to buy a set of parallettes from here.

I thought something was strange as soon as I opened the box. There was so much of what looked like rust that I had to do the rest of the unpacking outside. There are a few of what some would call rust stains on the handles and it looks like a lot is coming out of the holes.  Also, I'm no expert, but the last few shots show what appears to be some suspect soldering.

What do you all think? Should I ask for a refund?

It looks like it's rusting from the inside out.

 

Before metal is painted it goes through a washing process. I'd be willing to bet that it wasn't dried properly afterwards and water was left inside causing it to rust over time.

 

And for some reason the weld around that hole at the bottom seems to have been ground down. Definitely send these back.

Thanks for the replies. I contacted the store and they said I will be getting a full refund. It seems like something went wrong during the coating process when they were being manufactured.
